Florida does not require every homeowner to buy flood insurance. Three common triggers do: a federally backed mortgage in a Special Flood Hazard Area (SFHA); a lender that writes the requirement into the loan; and a Citizens Property Insurance personal residential policy that includes wind coverage. Under the 2022 phase-in that Citizens administers under Fla. Stat. 627.715, homes with Citizens dwelling coverage of $400,000 or more already need a separate flood policy. On 1 January 2027 the rule reaches remaining wind-covered Citizens policies regardless of value, with exceptions for condo unit-owner forms, tenant contents policies, and policies that exclude wind. Citizens does not sell flood. Owners buy NFIP or private flood and show proof at renewal. Home watch is not flood insurance and is not a claim file; a scheduled video walk can document standing water, overflow, and interior seepage so you and your agent have a dated record. Read your own form.

This page is for absentee owners in Ohio, Michigan, New York, or the UK whose house sits empty in places like Winter Garden, Davenport, or Celebration. It is not insurance or legal advice. Pete and Victoria run SafeNest Florida as home watch — vacant-home video checks — not property management. First visits start once a local walker is assigned. Does Citizens require flood insurance if my Florida home is not in a flood zone?

Often, yes — if the house is on a Citizens personal residential policy that includes wind. Zone X (moderate- or lower-risk on the FEMA map) does not exempt you from Citizens’ flood-proof rule once your dwelling value and renewal date hit the phase-in. Citizens’ own flood page states the schedule and the exceptions. See citizensfla.com/flood. Local coverage in late September 2026, including WFLA’s report, has been reminding single-family owners that the final step lands in January 2027 for remaining wind-covered policies.

Separate from Citizens, a federally backed mortgage in an SFHA still triggers the federal purchase requirement, and some lenders write flood into the loan even outside the mapped high-risk zone. Those are loan and mapping questions for your lender and agent — not for a home-watch company.

What the Citizens phase-in actually does

Citizens does not issue flood cover. Florida statute also says Citizens Property Insurance Corporation may not provide insurance for the peril of flood (§ 627.715(6)). The practical effect of the phase-in is that most new and renewing Citizens personal residential policies that include wind must show separate flood coverage that meets Citizens’ documentation rules.

According to Citizens’ published thresholds for homes outside the SFHA (with wind coverage):

  • From 1 January 2024 — dwelling (Coverage A) of $600,000 or more
  • From 1 January 2025 — $500,000 or more
  • From 1 January 2026 — $400,000 or more
  • From 1 January 2027 — all such policies, regardless of value

Homes inside an SFHA with wind-covered Citizens personal residential policies already need flood. Citizens lists proof options such as flood declarations, a pending flood application with payment proof, or (for some wind-only setups) a qualifying flood endorsement. Limits and forms change; use the current Citizens flood page and your licensed agent, not this article, as the compliance checklist.

Exceptions Citizens calls out include condominium unit-owner policies, tenant contents policies, and policies that exclude windstorm or hail. If you are on a takeout or shopping the private market, the Citizens rule may not be the one that binds you — but vacancy language and flood exclusions on a private HO-3 still matter. See our note on the Florida vacant-home vacancy clause.

Zone X is not “no flood risk”

Many Horizon West, Celebration, Clermont, and Davenport second homes sit in Zone X. Owners often treat that letter as a free pass. It is not. Standard homeowners forms typically do not treat flood as a covered peril. Flood is a separate policy — NFIP through FEMA’s program or a private flood product authorized under Florida law.

The National Flood Insurance Program’s own risk page reports that over 2014–2024 nearly one-third of NFIP flood claims (about 29%) came from areas outside current high-risk flood zones (FloodSmart / NFIP). That is a national claims fact, not a forecast for your street. It is why “we are not in a flood zone” is a weak answer to “do I need flood cover on this empty house?” Ask your agent. Look at your elevation and drainage. Read the declarations page.

What home watch can document — and what it is not

SafeNest walks and films. We do not sell flood policies, bind coverage, adjust claims, or tell you a visit keeps a policy valid. Florida has no statewide 14-day vacancy law. Carriers write their own vacancy and unoccupancy language. FLOIR oversees carriers at floir.com; it does not rewrite your form for you.

What a scheduled driveway-to-driveway video can do after heavy rain or a tropical system is give you a dated look at standing water in the yard, water against a slab or garage, overflow at the pool deck, wet ceilings, or seepage at a slider — so you can call the right trade and talk to your agent with a timestamp. That is inspection, not a flood claim file. How visits work is on How it works. Cadence choices (monthly, every two weeks, weekly) are practical, not a statute — see how often to check a vacant Florida home. Storm extras, when roads are safe, start from $249 and are separate from the monthly plan.

We are not property managers. If something needs a plumber, roofing contractor, or water-mitigation firm, you hire them (or we can introduce a trade with no kickback). We do not take a cut on repairs. Background-checked local inspectors do the walks.

Before your next Citizens renewal

If you are still on Citizens with wind coverage, put the flood proof on the calendar before the renewal that lands on or after the phase-in date that applies to your dwelling value. Shop NFIP and private flood with a licensed Florida agent. Keep copies of declarations. Tell the carrier how the house is used — vacant for months, seasonal, or between guests — and keep that answer consistent with the form you signed.

If you only visit at Christmas and Easter, the long empty stretch is when water problems grow quietly. Unedited video from a regular walk is a record of condition — not a substitute for flood cover or a licensed contractor. If you want that walk on the books for when visits can actually happen, use Get a Quote. Routine video rounds start from Standard $219 a month (Watch $149, Weekly $349). No long-term contract. Just a quote for when a walker is assigned.

Does Citizens require flood insurance if my Florida home is not in a flood zone?

If you have a Citizens personal residential policy that includes wind, the phase-in can require separate flood cover even outside an SFHA, culminating for remaining policies on 1 January 2027 regardless of dwelling value. Confirm your form, value, and renewal date on citizensfla.com/flood and with your agent.

Does Citizens sell flood insurance?

No. Florida statute provides that Citizens may not insure the peril of flood. Owners buy NFIP or private flood and provide proof that meets Citizens’ documentation rules at application or renewal.

Will my regular homeowners policy pay if my empty Florida house floods?

Standard HO-3 style homeowners policies typically exclude flood. Flood is usually a separate policy. Vacancy or unoccupancy language can also change theft and vandalism terms. Read your form. Ask a licensed agent. This is not coverage advice.

Is home watch the same as flood insurance or a claim file?

No. Home watch is a scheduled video inspection of a vacant house. It can document standing water and interior moisture. It does not bind cover, adjust a claim, or keep a policy valid.

What should an absentee owner in Winter Garden or Davenport do before January 2027?

If you are on Citizens with wind, check whether your dwelling value already triggered the rule and what proof your next renewal needs. Buy or confirm flood cover through a licensed agent. Keep dated inspection records of how the empty house looks after storms. Soft path for visits: Get a Quote on this site.
